{"id":232,"date":"2021-07-19T13:46:58","date_gmt":"2021-07-19T18:46:58","guid":{"rendered":"https:\/\/wp.stolaf.edu\/business-office\/?page_id=232"},"modified":"2023-06-07T08:11:33","modified_gmt":"2023-06-07T13:11:33","slug":"policy-reminders-cheat-sheet","status":"publish","type":"page","link":"https:\/\/wp.stolaf.edu\/business-office\/policy-reminders-cheat-sheet\/","title":{"rendered":"Policy Reminders Cheat Sheet"},"content":{"rendered":"<div data-modular-content-collection><p>All purchases must have a <strong>description<\/strong> and a <strong>business purpose<\/strong> listed on the Wells Fargo Purchase Card Statement.<\/p>\n<p>All purchases must have an itemized receipt, screen print,\u00a0 or order confirmation.<\/p>\n<ul>\n<li>If a receipt is not attached, the <a href=\"https:\/\/wp.stolaf.edu\/finance\/files\/2012\/05\/receipt_template.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">receipt template form<\/a> must be filled out and signed by the cardholder <em>before<\/em> it is sent to the Accounts Payable Office.<\/li>\n<\/ul>\n<p>Purchases of goods <strong>over $1,000<\/strong> require two signatures on the receipt.<\/p>\n<p><strong>Sales Tax<\/strong> should not be paid in Minnesota, except for prepared meals, lodging, airline tickets, rental cars, and gas.\u00a0 If making purchases outside of Minnesota, please contact John Arndt at\u00a0<a href=\"mailto:arndt@stolaf.edu\">arndt@stolaf.edu<\/a> or at 507-786-3659 to find out if we have a sales tax exemption in the other state. \u00a0Copies of the Minnesota sales tax exempt certificate are available online at: <a href=\"https:\/\/wp.stolaf.edu\/finance\/files\/2013\/06\/ces.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">https:\/\/wp.stolaf.edu\/finance\/files\/2013\/06\/ces.pdf<\/a><\/p>\n<h4>Meals<\/h4>\n<ul>\n<li>Names of all individuals or group names whose meals were purchased, must be listed on the receipt or in the statement description.<\/li>\n<li>Business purpose or reason for the meal must be listed on the receipt or in the statement description (e.g. donor visit, recruiting trip, conference travel, away game, etc.).<\/li>\n<li>Reimbursement for spousal meals is typically not allowed.\u00a0 For rare, approved exceptions, this must be noted and the business purpose must be specified on the receipt or in the statement description.<\/li>\n<li>Itemized receipt must be included.\u00a0 If a meal receipt is not itemized, please write if alcohol was present or not.<\/li>\n<li>Meals are only reimbursed when \u2013\n<ul>\n<li>Travel includes an overnight stay or continuous travel status for twelve hours or more<\/li>\n<li>Entertainment of non-College employees (must indicate on receipt)<\/li>\n<li>Attendance at a conference when a meal is not included<\/li>\n<\/ul>\n<\/li>\n<li>Coffee is only reimbursed when \u2013\n<ul>\n<li>Travel includes an overnight stay or continuous travel status for twelve hours or more<\/li>\n<li>Entertainment of non-College employees (must indicate on receipt)<\/li>\n<\/ul>\n<\/li>\n<li>Alcohol is only allowed for reimbursement when \u2013\n<ul>\n<li>Conducting business with current or prospective donors<\/li>\n<li>Conducting business with non-College employees (must have supervisor\u2019s approval)<\/li>\n<li>Students <em>may not<\/em> participate in the purchase and\/or consumption of alcohol under any circumstance<\/li>\n<\/ul>\n<\/li>\n<li>Tipping should not be excessive (not more than 20%)<\/li>\n<li>Generally, meal expenditures will be reimbursed up to a limit of $55 a day. Allowable exceptions are \u2013\n<ul>\n<li>Meals will be reimbursed up to the IRS guidelines for high cost localities (cities) when traveling outside of the area.\u00a0 There is a link in the Travel and Business Expense Policy for the high cost localities.<\/li>\n<li>Meals with current or prospective donors<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h4>Gift Cards or Certificates<\/h4>\n<ul>\n<li>Are not allowed for employees or if related to student work employment services.<\/li>\n<li>Prizes or awards to St. Olaf students (e.g. student organization drawing) should not exceed $25, and we encourage Ole$ instead of gift cards for tracking purposes.<\/li>\n<li>For non-St. Olaf employees or students, if over $100, they must fill out the Gift Card Form (available on the Business Office web site) due to tax tracking purposes.<\/li>\n<\/ul>\n<h4>Mileage\/Fuel\/Travel<\/h4>\n<ul>\n<li>Mileage is reimbursable at the standard IRS rate (posted on the Finance Office web page).<\/li>\n<li>Mileage reimbursement is meant to cover only those miles incurred above and beyond the employee\u2019s normal commute to the College. For example, if the normal commuting round trip is 40 miles, and the employee goes on a business trip leaving directly from home that covers 75 miles, then only the incremental 35 miles are reimbursable.<\/li>\n<li>Direct trips between the employee\u2019s residence and the College at any time are considered commuting miles and are not reimbursable.<\/li>\n<li>Fuel is only reimbursed for a College owned vehicle, rental car, or if documented that the amount for fuel would be less than the mileage calculation reimbursement.<\/li>\n<li>Whenever possible, use cheaper off-site parking, rather than parking at the airport. Consider being dropped off at the airport if the airport runs will cost less than parking.<\/li>\n<\/ul>\n<h4>Technology Purchases<\/h4>\n<ul>\n<li>All computer, iPad, and other technology requests must be submitted through IT.<\/li>\n<\/ul>\n<h4>Cash Advances and ATM Cash Withdrawals<\/h4>\n<ul>\n<li>ATM cash withdrawals are treated as cash advances.<\/li>\n<li>An Advance Return Form must be completed promptly after event or travel.<\/li>\n<li>Itemized receipts must be included.<\/li>\n<\/ul>\n<p>Please use a <strong>department card<\/strong> when making purchases on campus (Bookstore, Bon Appetit, etc.).\u00a0 This is more efficient than asking to charge an expense to a department.\u00a0 The St. Olaf VISA Purchase Card should never be used on campus, because of the high fees incurred.<\/p>\n<h4>Expenses not covered by the College<\/h4>\n<ul>\n<li>spouse, dependent, and\/or guest travel<\/li>\n<li>hotel stays less than 50 miles from the College or the employee\u2019s residence<\/li>\n<li>alcohol for any purpose other than specified above<\/li>\n<li>personal expenses (including clothing)<\/li>\n<li>valet parking<\/li>\n<li>dry cleaning\/laundry for trips of less than 7 business days\u00a0and then only reimbursed if expense is incurred while traveling<\/li>\n<li>traffic violations<\/li>\n<li>airline seat charges (first-class, seat upgrades, etc.) unless pre-approved by the Division Vice-President with notice to the Controller\u2019s Office, prior to making a reservation and\/or incurring an expense<\/li>\n<li>airline or auto club memberships<\/li>\n<li>travel insurance (unless pre-approved for special circumstances)<\/li>\n<li>travel agent fees (unless for large group travel)<\/li>\n<li>health spa fees<\/li>\n<li>sundries\/toiletries<\/li>\n<li>coffee, water, candy, etc. for normal office use<\/li>\n<li>theft or loss of personal belongings or money<\/li>\n<li>non-business meals and\/or transportation<\/li>\n<li>hotel room movies<\/li>\n<li>phone expenditures (cell phone allowances must go through the Payroll Office)<\/li>\n<li>flowers\/gifts for employees (only exception is funerals, hospitalizations, births, which must be coordinated through the Human Resources Office)<\/li>\n<li>wedding or baby showers, birthday, or anniversary celebrations<\/li>\n<\/ul>\n<p><strong>Personal expenditures<\/strong> are not allowed to be charged on your St. Olaf VISA Purchase Card.\u00a0 Any personal expenditures must be noted on your statement and reimbursement must be turned in with the statement.<\/p>\n<p>To access and read the full text of all <strong>Business Office Policies and Procedures<\/strong>, please visit:\u00a0\u00a0<a href=\"https:\/\/wp.stolaf.edu\/finance\/policies\/\" target=\"_blank\" rel=\"noopener noreferrer\">https:\/\/wp.stolaf.edu\/finance\/policies\/<\/a><\/p>\n<p>For <strong>Business Office Forms<\/strong>, please visit:\u00a0<a href=\"https:\/\/wp.stolaf.edu\/finance\/accounting-forms\/\" target=\"_blank\" rel=\"noopener noreferrer\">https:\/\/wp.stolaf.edu\/finance\/accounting-forms\/<\/a><\/p>\n<p><!-- begin-migrated-from-panel-builder --><!-- end-migrated-from-panel-builder --><\/p>\n<\/div>","protected":false},"excerpt":{"rendered":"<p>All purchases must have a description and a business purpose listed on the Wells Fargo Purchase Card Statement.
